The building size proposed is much smaller than the plot provided. A compact L-shaped building helps to control the outdoor spaces and fits very much to the functional programme of the building.
This is thus organized in two wings of different heights: the three floor wing contains the judgement programme while the one floor wing contains the services: weddings, lawyers, technical services... The main access and vertical communications are placed at the intersection of the wings,.
The aim is to design a building that citizens can recognize as something comfortable and almost familiar, far from the severe and distant character of official buldings. The “public building” significance is set by means of control of light and spaces , as in the wedding room court, which not only separates it from the judgement area, but works as a waiting room and connection to the garden square backwards.
